The purpose of the Low-Income Home Energy Assistance Program (LIHEAP) Emergency Repair or Replacement Program (ERRP) is to aid households in need of emergency heat, i.e., the repair or replacement of malfunctioning or non-operable heating units. The Portable Air Conditioning Program is a supplemental component of the Emergency Repair and Replacement Program. The purpose of this component is to aid households in need of cooling.

How to Apply
Applicants must submit the full application including all attachments electronically using the wvOasis Vendor Self Service (VSS) online portal at www.wvoasis.gov
