State governments in the Chesapeake Bay watershed can apply. Projects are reviewed by the Chesapeake Bay Potomac Tributary Team made up of multiple state and federal agencies as well as non profits before award.

Project funds are available to implement projects that reduce nitrogen, phosphorous and sediment pollution in the area.
